With reports dated 30 Dec 1938 and 25 Jan 1939 by Assistant District Commissioner A E S Charles, including account of enmity between Arabs of Hebron and Dura, and the demonstration on 18 Dec at Yatta against the people of Hebron; and plans for discussions between the leaders. With letter from Keith-Roach, with his view of the demonstration at Yatta, comments on the organiser Fakhri Effendi Nasashibi and recommendation that military or police posts be established in the area. With O'Connor's reply, referring to lack of intelligence information in Hebron district; and criticising intervention of civil servants in politics, citing Keith-Roach's association with the Husseini family as an example. 26pp
