Printed 'Proceedings of the Army Council', on the proposals of the War Cabinet concerning the role and duties of the Chief of the Imperial General Staff and the Permanent Military Representative to the Supreme War Council (see 7/7/10), giving the opinion that the officer holding the appointment of Chief of the Imperial General Staff should also be the Permanent Military Representative at Versailles. Includes draft memoranda by the Army Council on this subject, notably giving its opinion on the creation of an Executive War Board of the Supreme War Council to control the Allied General Reserve, and the damaging effect upon the responsibilities and status of the Army Council. 6pp.
